Elton "Todd" Parks, 63, of New Church, VA and formerly of Tangier Island, VA, passed away on Wednesday, July 16, 2025 at the home of his daughter in Westover, MD.

Born on Tangier Island on February 5, 1962, he was a son of the late Richard and Pearl Faye Cooper Parks.

Todd was a waterman for more than 35 years and later was a Merchant Mariner for 12 years until his retirement in 2020.  While living on Tangier Island, he was a member of the New Testament Church.

He loved working in his yard, shopping at flea markets, and visiting friends and loved ones in the nursing home.  He also adored his pet dog "Sherman".

He is survived by his daughters and grandchildren, Kristan Wheatley and husband Lewis and their children Brandon and Brody, and Amber Brown and her children Brayden and Bailey; his brothers and sister, Richard "Ricky" Parks, Michael "Mike" Parks and wife Tina, Kim "Socks" Parks and wife Maureen, Gary Parks and wife Dixie, and Michelle McCready and husband Paul; and many nieces and nephews.

In addition to his parents, he was preceded in death by a sister, Vanessa Dise; and the mother of his children, Robin Laird Parks.

A memorial service will be held at the New Testament Church on Tangier on Saturday, August 9, 2025 at 2 PM where a time of sharing will be from 1:30-2 PM.  His brother, Kim Parks, and Elder Duane Crockett will officiate the service.
